BBC报导，「海鸥」在菲律宾称为「蒂诺」（Tino），4日清晨登陆后虽已减弱，但仍挟带时速超过130公里的强风，多数罹难者据报死于溺毙。暴风雨夹带大量泥水从山坡倾泻而下，淹没城镇，造成住宅严重损毁，许多小型建筑被冲走，退去的洪水留下厚厚泥层。救援人员出动小船，解救受困居民。

菲律宾民防办公室副署长亚历杭德罗（Rafaelito Alejandro）5日接受DZMM电台访问时表示，「海鸥」在宿雾岛造成49人死亡、26人失踪，救援行动正待天气好转后展开。他表示：「挑战是道路上的残骸与汽车，我们有太多东西要清理。」

官方公布的死者中，包括一架军用直升机的6名机组人员。该直升机原属于前往灾区救援的4架机队之一，却于4日在宿雾以南的民答那峨南阿古桑省（Agusan del Sur）坠毁。菲律宾空军在通信中断后立即展开搜索，稍后寻获6具遗体，据信是驾驶员与机组人员。
宿雾省长巴瑞克瓦洛（Pamela Baricuatro）在脸书表示，此次灾情前所未见。她写道：「我们原以为强风才是最危险的部分，但真正威胁到民众安全的是水，洪水造成的灾情非常严重。」并在4日晚间宣布进入灾难状态，以利救灾行动的推进。
根据气象预报，「海鸥」将持续横越维萨亚斯群岛（Visayas），并于5日进入南海，接着朝正遭破纪录强降雨侵袭的越南前进。
